Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are waged: positive announcements are issued from various governments. Considerable effort is expended on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability enabled by up-to-date information. From observation points, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, certainly, continue.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to force Russia to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from believing that the situation will not shift further in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until circumstances change in its advantage.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
